Then a ton of iCloud services are enabled by default like contacts, calendar, location sharing. As a user who cares about their data and privacy I find this highly bewildering. Logging out of the apple id then disables icloud. But also prevents the new 2 factor authentication mechanism to be used. This is not at all implemented in a user- and privacy-friendly way.
