Are you downloading it to your disk? Are you trying to use it? Did you open it up with some program that corrupted it? As far as I've learned jQuery Compat 3. The part you're talking about is even litterly copied from jQuery's own blog post about this. I don't know how accurate you want it to be, but I can assure it won't get any better than having the source as a reference. Also, look at the date of this answer.

To me it seems they ditched jQuery Compat 3 just before launch. If anyone can prove me wrong I'll be very happy since I'd love to use jQuery Compat 3 in my project. Jquery-compat was cancelled prior to release in early after MS dropped support for IE Show 1 more comment.
